Gray wolves are native to Colorado — and Colorado voters chose to bring them back. In 2020, a majority of Coloradans passed a resolution requiring the state to reintroduce gray wolves to their historical range. Since then, wolves have begun establishing territories and raising pups in the wild for the first time in decades. The recovery is working.
While anti-wolf groups and the livestock industry claim that the program is harming them, the state compensates ranchers for livestock losses and provides tools to prevent conflict – much of which is funded by NGOs working to advance coexistence. This reintroduction program was mandated by voters through a fair democratic process, and the federal government should be supporting it — not undermining it at the urging of special interests.
I urge the Service to evaluate this program based on science and the ESA's recovery mandate. The federal 10(j) rule must advance — not thwart — recovery of ESA-listed species. Political pressure from anti-wolf interests is no basis for federal interference in a voter-driven, state-led recovery effort.
